Dr Chih Hoong is an independent Advisor to a number of governments and public bodies on outcomes contracting and impacting investment. He was formerly Chair of Traverse (formerly known as the Office for Public Management – OPM) and Director for Innovation and Social Investment.
He has extensive experience working with both commissioners and service providers on service (re)design, outcome measurement, and improvement in quality and efficiency of public services. He has demonstrable experience of providing a range of commissioning support across health, social care, education, adult and children's services. Chih Hoong has been delivering the Commissioning Academy over the past four years and specialises in the Social Impact Bond module, as well as Commissioning for Value.
Chih Hoong has been involved in SIB development, implementation and evaluation since 2011/2012 and has supported numerous outcome based commissioning and/or SIB projects over the Commissioning Better Outcomes Fund and the current Life Chances Fund. Projects he has supported cover a wide range of policy/service areas, including older people's services, looked after children, early years, NEET, social prescription, prevention of unwanted pregnancies, and more. He specialises in commissioner engagement, often delivering bespoke development support for heads of services, colleagues in legal, finance and procurement teams, Board-level support and more.
Chih Hoong is the lead contractor delivering the independent commissioner support and engagement contract in support of the Life Chances Fund.
Since 2014, Chih Hoong has been providing expert support to the Japanese Government and stakeholders engaged in developing SIBs in Japan.
