Elle is Senior Head of Practice at Collaborate CIC, a social enterprise that helps people and public services collaborate to tackle complex social challenges.
Elle’s career has explored how the public sector can mobilise change to reduce inequality. She began as a Government Economist working on international development, including in the UK team who negotiated the UN Sustainable Development Goals.
She then shifted her focus towards inequality within the UK, in particular regional economic development, including leading on devolved economic and social policy for Liverpool City Region, and supporting the 101 places in the Towns Fund.
Now, at Collaborate CIC, she heads up the system leadership practice, helping people drive change across boundaries and sectors in their local systems. Her work is informed by theories from adaptive leadership, social psychology, and system dynamics and her experience of diplomacy, analysis and policymaking.
Elle has a BSc in Government and Economics from LSE and a Masters in Public Policy from Harvard Kennedy School. She is also Treasurer of Open City, a charity which seeks to make the urban landscape more equitable, accessible and open.
