Lorcan Clarke is a research associate at the Government Outcomes Lab. Lorcan’s work on outcomes-based commissioning centres on the rationale and evidence employed when planning projects. His focus areas include examining social impact bonds in health and social care and expanding the evidence base on development impact bonds.
Lorcan has worked on a range of projects involving economics, health systems, and resilience with the Center for Global Development, the Wellcome Trust, the Overseas Development Institute, Public Health England, and the Pan American Health Organization. He has worked on several publications and has led authorship on pieces focused on universal health coverage, disaster loss data, and health research capacity strengthening.
Lorcan also facilitates youth-led civil society engagement with multilateral organisations and the 2030 Agenda through the United Nations Major Group for Children and Youth. Lorcan holds a B.A. in Economics and History from Trinity College Dublin and an M.Sc. in International Health Policy (Health Economics) from the London School of Economics and Political Science.
