Mildred Warner is a Professor at Cornell University in the Department of City and Regional Planning. She is an international expert on restructuring local government services, how to plan for more child and age-friendly cities and how to promote environmental sustainability at the local level. In her research she argues that social impact bonds focus on the short term. We ask her whether this is a fundamental problem with the model or one we can overcome.
