Chih Hoong is an Expert Advisor to a number of governments and public bodies including DCMS, the Home Office, the Abu Dhabi government and UNESCO on social outcomes and social investment.
He was formerly Chair of Traverse (formerly known as the Office for Public Management – OPM) and Director for Innovation and Social Investment.
Chih Hoong has an extensive background of supporting commissioners and service providers to understand value and improvement in the context of effective service (re)design and commissioning. He is a recognised expert in the field of SIBs and social investment. Since 2011, he has been involved in many different aspects of SIB development and implementation. He directed high profile evaluations of SIBs; conducted feasibility studies and helped design outcomes based contracting and SIBs; advised on procuring outcomes contracts and SIBs; improved the implementation and performance management of SIBs; and more.
Chih Hoong has, since 2014, been working with stakeholders in Japan, Hong Kong, Russia, and Abu Dhabi to develop SIBs and other outcomes-focused approaches.
He has been providing independent expert support for the £80million Life Chances Fund, and the previous Commissioning Better Outcomes Fund and Social Outcomes Fund. He is also providing expert support to the current £14million Refugees Transitions Outcomes Fund. Chih Hoong is also a former Government Outcomes Lab Fellow of Practice.
