The Government Outcomes Lab (GO Lab) and Insper Metricis have entered into a new partnership to consolidate data and knowledge-sharing infrastructure on outcomes-based contracts, with a focus on Latin American countries.
As part of efforts to build collaborations with teaching and research institutions from abroad, Insper Metricis recently entered into a partnership with the Government Outcomes Lab (GO Lab), a research and policy centre based in the Blavatnik School of Government, University of Oxford. The agreement is funded by the Children’s Investment Fund Foundation and focuses on consolidating knowledge and data sharing regarding the use of outcomes-based approaches in Latin American countries, as part of the International Network for Data on Impact and Government Outcomes (INDIGO).
Although the formal partnership is recent, the two institutions have been collaborating on a more informal basis since 2021. Insper Metricis has already contributed to the Hack and Learn, and Peer Learning Sessions, developed by the GO Lab. Moreover, Insper Metricis will host the next Peer Learning Session in August, focused on outcomes-based projects in the Latin American context. These events are part of the INDIGO initiative, a community of members from different countries and sectors interested in sharing data about social projects. By sharing information, the group aims to improve the efficiency and effectiveness of other projects.
For Sandro Cabral, Full Professor at Insper and one of those responsible for the partnership, the association offers benefits for both sides, especially with regard to the integration of knowledge and data collection on outcomes-based contracting. “Our partnership with GO Lab has developed over time. We’re really excited to take this next step and look forward to further advancing the idea of creating a global learning community, with Jorge Norio Rezende Ikawa acting as our first data steward”, he adds.
Fernando Deodato Domingos, Postdoctoral Research Associate at the GO Lab (and former Insper PhD student), is excited about the potential for more data on outcomes-based projects around the world: “This partnership presents a great opportunity to explore Latin American projects in more detail. My work focuses on UK social impact bonds, but I’m hopeful that through this collaboration we can compare the two contexts. I’m really looking forward to the insights we can uncover.”
According to Mara Airoldi, Academic Director at the GO Lab, the partnership with Insper Metricis is part of a strategy to create a global network of data stewards, in order to participate in local knowledge sharing, and help the GO Lab to better understand the context surrounding data sources. “We are thrilled to see the first data steward at Insper. We look forward to working with them to bring together researchers, practitioners and policymakers to better understand how data can help us to improve social outcomes and work towards a shared standard for social outcomes contracting.”, she says.
For Jose Geraldo Setter Filho, coordinator of Insper Metricis, the agreement reaffirms Metricis’ role of excellence, as a reference not only for Brazil, but for all Latin America. “In addition to the focus on teaching and research, which Metricis has in its Insper DNA, we also aim to carry out university extension activities that allow interaction with practitioners, public sector and companies interested in the topic of outcomes-based projects”, he emphasises.

Insper Metricis is a research centre focused on studies of organisational strategies and management practices for projects with the potential to generate high socio-environmental impact.
